only thought about this one today, was at my local store and thought, how do i take down Teclis with ease. as i know for us ogres its a pain to deal with.. but my friend and I thought of a solution...
the answer is ... Maneaters.
you simply take them in a unit of 4-6 with the brace of handguns and in the special rules option you take sniper and Vanguard/ Scout
this means that you can get right up into the enemies face (e.g Teclis with phoenix gaurd) and in your first turn have a short range gun which will hit on 5+ and then 2+ to kill him with nothing to stop it
and if you really want to go overkill, give the unit a standerd and the banner of eternal flame for burning attacks...

I would say the most important thing against High Elves is the impact hits. While against the hordes of spearmen that you see far too much now, impact hits wont do much, but lots of players are fielding swordmasters in small units, and impact hits are pretty useful against them.

I doubt that the HE metagame on the competative circuit is going to shift that much in response to the possibility that they might play OK, and that their opponent will have brought MEs with sniper... it's too remote of a possibility in a competitive environment to move away from what is still so effective against other armies.
That said, against a friend where you know that there's gonna be OK/ME/Sniper, that calculus might shift.
That said, Hellheart bypasses Teclis's normal miscast protection, giving us another tool to counter him with.

From what I can understand in object description character special rules still apply, so the first Teclis miscast (Fellheart) is ignored.
